Position Description: Responsible for leading talent sourcing, recruitment and selection process for multiple locations across Canada.  Partners with HR and Operations leaders to develop strategic staffing plans, identifying external and internal talent pipelines and competitive strategies which proactively deliver top talent.

Reports to: HR Director

Essential Duties & Responsibilities*:

Analyze business plans to forecast staffing requirements and develop plans to proactively fill needs with diverse candidates
Drive continuous improvement initiatives of recruiting processes and technology solutions
Lead standardized staffing calls and meetings with operational and HR partners to maintain ongoing communications and problem solving to ensure undisrupted recruiting activities
Manage and coordinate the Region’s campus and experienced hire recruiting plans and related processes
Attend targeted college recruiting events as lead Recruiter
Screen and interview candidates and facilitate steps with other stakeholders throughout interview process
Facilitate orientation and onboarding programs
Develop and implement a variety of methods to target top candidates, internally and externally, including direct sourcing, with emphasis on diversity and inclusion
Research market and industry trends and events to target candidate pools and develop network of external contacts to leverage as recruiting sources
Identify passive candidates in the market and foster those relationships as prospective hires
Maintain comprehensive database of top industry talent
Partner with operations and other business unit leadership companywide to identify and expedite inter-company candidates and transfers
Source internal candidates to fill gaps from succession/progression planning process
Negotiate salaries and packages, coordinating with Operations and HR Leads
Ensure smooth, efficient, cost effective relocations
Be an innovator and participate in social media data mining
Establish good practices and facilitate sharing across company recruiting representatives
Ensure consistency of programs across region and alignment with organizational standards
Provide subject matter expertise and training on recruiting good practices, programs and processes, including interviewing techniques
Educate leaders on business impact and imperative of “best in class” recruiting function
Manage external search firms
Manage experienced hires recruiting budget
Stay current on Canadian, provincial and local laws impacting recruiting and employment policies and practices and ensure compliance

Qualifications: Bachelor’s Degree in Human Resources or related field with a minimum of 10 years’ recruiting-related experience, or an equivalent combination of education and experience.  Recruiting experience in the construction industry is ideal.  Strong communication and presentation skills, including verbal, written and listening skills.  Must demonstrate the following: excellent problem solving skills; ability to diagnose and implement process efficiencies; strong project management skills with an ability to work on multiple projects simultaneously; strong process orientation with ability to see the big picture as well as design and execute details and tasks; ability to understand the use and impact of technology on recruiting processes and outcomes; strong organizational skills with an ability to adapt to shifting priorities; ability to think logically and work independently; and collaborative team player, who builds strong internal and external relationships.  Demonstrated willingness to challenge the status quo, using a creative mindset. Must have experience with online recruiting platforms and good knowledge of Microsoft suite of applications.  This position requires some travel between Canadian locations and occasional travel to the U.S.
